Piles are used when upper soil cannot support the load, or in waterlogged/expansive soil conditions, or where resistance to uplift and lateral forces is needed.
IS 2911 recommends FOS of 2.5 using static formulae. Can be reduced to 2.0 when site load tests are conducted.
